El agua independientemente del fundo a cuyo beneficio fue destinada en la concesión, o conforme a la facultad que otorga el artículo 9 de este Decreto a los propietarios riberanos, no se puede transmitir por venta, donación o permuta ni por ningún otro medio traslaticio de dominio, ni podrá arrendarse, ni gravarse, ni constituir sobre ella derecho personal de otra naturaleza.
