Art. 2.° Los empleados i marineros de cualquiera de las dos empresas mencionadas no estarán obligados a servir en las milicias del Estado, ni a pagar ninguna contribucion personal subsidiaria ; ni podrán ser detenidos sino por motivo puramente criminal, conforme a las leyes.
