El artículo 173 de la Constitución quedará así:

ARTÍCULO 173

Cuando se vote por más de dos individuos en elección popular o en una corporación pública, se empleará el sistema del cociente electoral u otro cualquiera que asegure la representación proporcional de los partidos. La ley determinará la manera de hacer efectivo este derecho.
