º. Modifícase el artículo 2º del Decreto 140 de 1999, modificado por el Decreto 184 de 1999 en el sentido de indicar que durante el período de sesiones extraordinarias señalado en el artículo 1º del citado decreto, el honorable Congreso de la República se ocupará, además del trámite legislativo del proyecto de ley "por la cual se adopta el Plan Nacional de Desarrollo", del correspondiente al proyecto de ley "por la cual se dictan medidas para la financiación de la inversión social en la región del Eje Cafetero afectada por el terremoto el 25 de enero de 1999 y se establecen otras disposiciones".
