El Gobierno queda facultado para organizar, en colaboración con la UNESCO y el Programa de las Naciones Unidas para el desarrollo, un servicio nacional de información sobre los recursos bibliográficos y documentación disponible, a fin de mejorar la docencia, la investigación y la planificación en ciencias y tecnología.
