En los Presupuestos de cada una de las próximas vigencias, el Gobierno Nacional incluirá una partida no inferior a diez millones de pesos ($ 10.000.000.00) para la Carretera Panamericana, y una suma igual para las carreteras a que se refieren los literales b), c) y d) del artículo 1° hasta la terminación de las mismas.
