Para dar cumplimiento a la presente Ley, destínase a partir de la próxima vigencia y en las subsiguientes, las cantidades mencionadas, partidas que deberán figurar en los Presupuestos de inversión del Ministerio de Educación, y si esto no se hiciere, facúltase ampliamente al Gobierno para hacer los traslados presupuestales, abrir créditos adicionales, hacer contracréditos y efectuar las demás operaciones necesarias para la efectividad de esta Ley, la cual regirá desde su promulgación.
