La presente ley se aplica al Sistema FCI, a la población beneficiaria del Sistema FCI, al Ministerio de Educación Nacional, a las Instituciones de Educación Superior, a los operadores y administradores del Sistema FCI y a los demás agentes que intervengan directa o indirectamente en el Sistema FCI y/o en la prestación del Sabes.
