Créase una Junta encargada de manejar los fondos apropiados por esta Ley y de dirigir los trabajos de la obra, así: el Gobernador del Departamento de Bolívar, que la presidirá; el Presidente del Concejo Municipal de Cartagena, y el Gerente de la sucursal del Banco de la República en aquella ciudad.
