No podrán agruparse en un mismo Círculo de Notaría Municipios que pertenezcan a distintos Departamentos. Cuando se constituya un nuevo Municipio, el Gobierno dispondrá a qué Círculo de Notaría habrá de pertenecer y a falta de declaración al respecto continuará adscrito a aquel a que pertenecía el Municipio de donde se desprendió, y si se formare de varios, al que pertenecía la cabecera.
