La apropiación de partidas para satisfacer créditos lejítimos que hayan quedado pendientes por haber espirado la vijencia de los respectivos Presupuestos, por deficiencia de capítulos especiales para imputarlos, o por otros motivos, no establece en favor de los interesados un medio especial de pago; tales acreedores estarán sujetos a las disposiciones comunes sobre amortización de deuda de Tesorería.
