Los derechos que se causen a favor del Fondo de Comunicaciones, de acuerdo con lo establecido este Capitulo, que no fueren pagados en los términos previstos, causarán el interés mensual de mora bancario, que se liquidará mensualmente, y que deberá pagarse con la totalidad de la suma adeudada sin perjuicio de las sanciones a que hubiere lugar.
