º El artículo 19 del Decreto 2131 de 1991 quedara así: En los terrenos de las Zonas Francas podrán instalarse empresas que se sometan, para todos los efectos, a la legislación existente en el resto del territorio aduanero nacional. Los terrenos destinados para ello serán separados físicamente mediante valla infranqueable de los demás terrenos donde si se aplique el régimen especial de Zona Franca.
