º. Los materiales que se empleen en la construcción de cuarteles serán siempre de buena calidad. Se procurará usar de preferencia el concreto armado, o bien la piedra o el ladrillo, con el fin de que los edificios queden a prueba de incendio. Para las puertas y ventanas se preferirá el hierro o el acero a la madera, al menos si este último material resultare de igual o mayor costo que el acero.
