Ascenso a Coronel. Para ascender al grado de Coronel, el Gobierno escogerá libremente entre los Tenientes Coroneles que hayan cumplido las condiciones generales y especiales que este estatuto determina.

Parágrafo

Los Tenientes Coroneles que no fueren diplomados en la Academia Superior de Policía, para ascender al grado de Coronel, deberán presentar, sustentar y aprobar una tesis ante la Dirección General de la Policía, sobre un tema previamente señalado por ésta.
