INTERESES, COMISIONES Y DEMÁS PAGOS PARA EMPRÉSTITOS Y TÍTULOS DE DEUDA EXTERNA. El pago por la Nación y demás entidades de derecho público, del principal, intereses, comisiones y demás gastos correspondientes a empréstitos y títulos de deuda externa, estará exento de toda clase de impuestos, tasas, contribuciones o gravámenes de carácter nacional.
