Art. 1° Inmediatamente después de haber prestado ante el Presidente de la República el juramento constitucional para tomar posesión de su cargo, el Ministro de Estado en el Departamento de Relaciones Exteriores dirigirá una nota circular al Cuerpo Diplomático residente, participando en su nombramiento. El Subsecretario del Ministerio comunicara, por nota verbal, á los Representantes extranjeros el día y la hora en que el Ministro esperara en la sala de su despacho la primera visita del personal de las Legaciones.
