Los usuarios sólo podrán utilizar el servicio contratado para su uso privado, y en ningún caso podrán revender el uso de las facilidades recibidas del prestatario del servicio, ni prestar a través de ellas otros servicios de telecomunicaciones a terceras personas, salvo acuerdo expreso del prestatario del servicio y con la correspondiente autorización y concesión del Ministerio de Comunicaciones.
