º. El Gobierno procederá a modificar la organización del Departamento de Comercio e Industrias del Ministerio de la Economía Nacional, a fin de capacitarlo para ejercer debidamente las funciones que hayan de corresponderle de conformidad con esta ley, modificando en caso necesario las asignaciones y el personal, pero sin que tales modificaciones puedan implicar un aumento en el costo total de las asignaciones civiles nacionales.
