Art. 16. En las Oficinas telegráficas nacionales se despacharán, libres de los derechos de tramision, los telegramas que, en el ejercicio de sus funciones, pongan los empleados al servicio de la Instruccion pública, de las vias de comunicacion i del ramo de Beneficiencia, siempre que dichos telegramas no escedan de veinte palabras.
