Art. 2.° En los Departamentos de Caldas, Antioquia, Cauca y Nariño, donde no hay Tenientes políticos ó son costeados por los respectivos Departamentos ó por los Rematadores, el cargo de funcionarios de instrucción en las causas por fraudes á las rentas de que se habla en la parte final del artículo anterior, lo ejercerán los Alcaldes de los Municipios, y donde no los haya, la primera autoridad política.
