Art. 1.° El Poder Ejecutivo procederá, con asistencia de la Corte de Cuentas, y en vista de todos los datos que pueda proporcionarse, á liquidar, conforme á los trámites establecidos en el Código Fiscal, la cuenta de lo que se adeude al Estado de Panamá, y que éste reclama, procedente de los diversos suplementos que el Tesoro de dicho Estado ha hecho al de la Union desde 1856.
