Lo dispuesto en la presente Ley no impide la censura legitima de las leyes ni de cuales quiera actos y contratos oficiales permitida en las disposiciones vigentes sobre prensa, y la demostración de su conveniencia mientras que no se desconozca su fuerza obligatoria, ni se promueva su desobediencia, ni su ejecuten los actos expresados prohibidos y sancionados por las leyes penales y la presente.
