Dentro del área de las zonas francas no se permitirá el establecimiento de residencias particulares, ni se permitirá la entrada de personas que no hayan cumplido con las formalidades legales y reglamentarias para permanecer en territorio nacional, ya sea como residentes o como transeúntes. Tampoco se permitirá dentro del área ninguna clase de comercio al por menor.
