de los artículos 38 y 112 del Decreto 2477 de 1986, quedará así: A partir del 1º de enero de 1989, si se formularen dos o más solicitudes referentes a la misma zona, el Ministerio adelantará la tramitación respectiva con la solicitud radicada en primer término.
