Los fondos provenientes del empréstito o empréstitos deberán ser consignados por los prestamistas a la disposición del Gobierno; pero éste no podrá girar sobre ellos sino por determinación dada por la Junta Nacional de Empréstitos. Dicha Junta determinará, por mayoría absoluta de votos, la cantidad que en cada caso debe girarse sobre los fondos de los empréstitos y la suma que a cada obra se destine.
