Art. 3.° En virtud de la cancelación dispuesta en el artículo 1.° de esta lei, autorízase al Poder Ejecutivo para entrar en un nuevo arreglo con los acreedores estranjeros, mediante la equitativa indemnización que haya derecho de exijir por la no concurrencia de aquellos vales en la distribucion de los dividendos.
