Se consideran infractores de las disposiciones sobre contrabando no solo aquellas personas que introduzcan al país bienes de prohibida importación sino también quienes lo adquieran. Igualmente se considera contrabando la introducción al país de cualquiera otra mercancía sin previo registro o licencia de importación, según el caso.
