A . Las licencias de funcionamiento expedidas con anterioridad a la publicación de la presente ley y que se encuentren vigentes a esa fecha, se entenderán prorrogadas por el término de diez (10) años contados desde la firmeza del acto administrativo que otorgó la licencia de funcionamiento o permiso de estado y por el término de cinco (5) años para los departamentos de seguridad, servicios especiales y servicios comunitarios.
