Para servicio del empréstito o empréstitos que se contraten de acuerdo con el artículo anterior, se apropiara en los Presupuestos de cada año la partida necesaria, y cuando no estuviere incluida en la Ley de Apropiaciones, el Gobierno abrirá los créditos administrativos correspondientes, sin sujeción a los establecido por la Ley 34 de 1923 .
