º El Departamento ejecutara las obras con sujeción a los planos, presupuestos y especificaciones que apruebe el Ministerio de Obras Públicas^ previo el concepto del Consejo Nacional de Vías de Comunicación. Toda variación que el Departamento considere necesario introducir a dichos planos y especificaciones, requerirá de la misma aprobación.
