Como contribución del Estado Colombiano en el cuadragésimo aniversario de la creación de la Universidad Nacional de Colombia Seccional Manizales, destinase la suma de doscientos millones de pesos ($ 200.000.000) durante la vigencia fiscal de 1989, con destino a la terminación del edificio para la biblioteca de arquitectura y a la dotación de los laboratorios de ingeniería.
