Los billetes nuevos destinados al reemplazo de los deteriorados estarán bajo la inmediata custodia de la junta, y no podrá ponerse en circulación ninguna cantidad de ellos que constituya aumento de emisión, so pena de considerarse el hecho como falsificación de moneda y de ser castigado como tál quien lo ejecute.
