Facúltase igualmente al Gobierno para emitir bonos del empréstito patriótico de la defensa nacional autorizado por la Ley 12 de 1932 , por el excedente de diez millones de pesos ($ 10.000,000), siempre que tal excedente no pase de quinientos mil pesos ($ 500,000). Por el monto de las contribuciones gratuitas para la defensa nacional podrá el Gobierno emitir bonos del mismo empréstito patriótico y destinarlos a auxiliar instituciones de beneficencia o de protección social en la forma que el mismo Gobierno determine.
