Autorízase al Gobierno para contratar con una entidad, de capacidad financiera comprobada, el estudio y construcción o acondicionamiento del puerto en el Municipio de Acandí, lo mismo que para contratar los empréstitos necesarios para la obra en caso de que no disponga de los fondos suficientes para acometerla directamente.
