A partir de la fecha del presente Decreto, ninguna Universidad oficial podrá contraer obligaciones o deudas en cuantía superior a veinte mil pesos ($20.000,00) y para cuyo pago no exista apropiación en el presupuesto respectivo, sin previa autorización del Ministerio de Educación Nacional, que lo hará, en cada caso, mediante Resolución motivada.
