Los Tribunales de lo Contencioso Administrativo no podrán suspender los efectos legales de los Decretos sobre cambios, remociones o suspensiones en el ramo educativo. En estos juicios la apelación de la sentencia, solo podrá concederse en el efecto devolutivo.
