Con fundamento en lo previsto en el artículo 4º de la Constitución, inaplicar por inconstitucional el acto mediante el cual el Senado de la República, en sesión del 14 de mayo de 2025, decidió dar concepto desfavorable frente a la consulta popular del orden nacional, solicitada por el Presidente de la República, con la firma de todos sus ministros, el 1º de mayo de 2025.
