Créase un organismo autónomo, con personería jurídica, que se denominará Instituto Nacional de Abastecimiento, el cual podrá establecer sucursales o agencias en los lugares de producción o de consumo en donde económicamente se justifique y cuando la Junta Directiva respectiva lo estime conveniente.

Parágrafo

Es entendido que el Instituto no establecerá sucursales o agencias o no aumentará el número de ellas, sino cuando esté asegurada plenamente su capacidad financiera en cada caso, para garantizar el correcto funcionamiento de las nuevas dependencias.
