Artículo primero. Todos los autores, casas editoriales, productores de Fonogramas que funcionan en el país, así como las entidades oficiales del orden Nacional, Departamental, Municipal, Distrital y de Economía Mixta, están obligados a enviar (3) tres ejemplares de cada obra que se publique, venda, imprima, grabe y distribuya en el país, a la Biblioteca del Congreso para su colección, numeración y catalogación. Parágrafo. Se entiende por Obras las que define el artículo 2º. de la Ley 86 de 1946 .
