En cada puerto habilitado de la República habrá un Jefe de Resguardo, un intérprete oficial, un vigía, y los prácticos, bogas, remeros, cabos y guardas que de acuerdo con la ley determine el Gobierno. El Jefe del Resguardo dependerá del Administrador de la Aduana, y a su vez tiene autoridad y mando sobre los otros empleados de que trata este artículo.
