En los Presupuestos de las próximas vigencias fiscales se apropiarán las partidas necesarias para la construcción de las obras antes referidas, y en el caso de que se omitieren tales apropiaciones o éstas resultaren insuficientes, el Gobierno queda facultado para abrir créditos y hacer traslado en cualquier tiempo, a fin de dar cumplimiento a la presente Ley.
