ARTICULO 38

Comunicación con las autoridades del Estado receptor.

Los funcionarios consulares podrán dirigirse en el ejercicio de sus funciones:

a las autoridades locales competentes de su circunscripción consular;

a las autoridades centrales competentes del Estado receptor siempre que sea posible y en la medida que lo permitan sus leyes, reglamentos y usos, y los acuerdos internacionales correspondientes.
