Día Cívico. Declárese el 25 de octubre de 2003 Día Cívico en todo el territorio nacional. Para una adecuada participación ciudadana en el Referendo Constitucional del 25 de octubre de 2003, los órganos y entidades que conforman el Estado, tanto del nivel central como del descentralizado, así como las empresas privadas, adoptarán las medidas necesarias para que todos los ciudadanos puedan concurrir a ejercer su derecho al voto.
