Artículo decimosegundo. De conformidad con el Artículo 3º de la Ley 19 de 1932, los Gobernadores, Intendentes, Comisarios y el Alcalde Mayor del Distrito Especial de Bogotá, deberán velar por el cumplimiento de lo establecido en el presente Decreto, e impondrán a quienes pretendan realizar rifas sin la debida autorización multas iguales al Valor Total del Plan de Premios de la respectiva rifa, cuyo producto ingresará a la Beneficencia correspondiente para ser invertido en el funcionamiento de Hospitales del respectivo Departamento, sin prejuicio de las demás sanciones a que se hagan acreedores según las normas de policía vigentes.
