Cuando el Ministro considere que es necesario adelantar una investigación, o que debe perfeccionarse la que se haya efectuado, designara un funcionario de igual o superior jerarquía a la del inculpado, para que adelante las diligencias que sean necesarias, señalándole un término hasta por quince (15) días.
