Artículo primero. Conforme a lo dispuesto en el articulo 128 de la Constitución, y mientras dure la ausencia del Presidente de la República, delegase en el Ministro de Gobierno, al doctor Jorge Mario Eastman, en su calidad de Ministro Delegatario de funciones presidenciales, las atribuciones consagradas en los numerales 3 y 7 del artículo 120 de la Constitución Política. El Ministro Delegatario ejercerá bajo su propia responsabilidad las funciones que por la presente norma se le delegan.
