Las Juntas Directivas, Gerentes y Directores de Establecimientos Públicos Nacionales, establecerán durante el año de 1977 limitaciones similares en sus servicios y gastos a las previstas en el Decreto 406 de 1959. Igualmente prorrógase durante el año de 1977 la vigencia de las normas sobre la austeridad en los gastos de tales Establecimientos.
