Artículo segundo. El funcionamiento control, vigilancia y régimen interno de estos establecimientos estarán sometidos a las normas carcelarias vigentes y a las especiales que dicte el Gobierno, el Ministerio de Justicia o la Dirección General de Prisiones, y quedarán anexos a la cárcel del Distrito o Circuito Judicial correspondiente.
