Parágrafo 2

del artículo 45 del Decreto 2154 de 1993, quedará así: En general, las entidades otorgantes del subsidio distribuirán los recursos que pueden destinar a los procedimientos excepcionales de que trata este artículo, proporcionalmente entre las diferentes asignaciones que efectúen durante un año. Se exceptúan de lo dispuesto en el inciso anterior, los casos de desastre natural o riesgo inminente, los casos de zonas o ciudades declaradas de acción prioritaria y las partidas con destinación específica para atender dichos casos.
